  • Overview

    The Program Material Manager (PMM) is a strong leader with demonstrated project management skills. This individual will be involved in the leadership of the Integrated Program Team (IPT), and will be accountable for ensuring overall supplier performance, including compliance to the Contract Statement of Work (SSOW) and/or technical data package, on time and under cost material deliveries, and developing smart metrics to accurately measure and predict supplier performance.


    The MPM’s primary role is to support effective and efficient Supply Chain Management (SCM) by developing and participating in program and enterprise level supply chain strategies and plans, and ensures the placement and receipt of material requirements to those strategies and plans are in support of program requirements. This individual is the liaison between the program office, engineering, operations and the supply chain organization in ensuring that the program requirements are being met and program business objectives are achieved.


    As an integral member of the team, this MPM will have daily involvement with Program and Project
    Management, Engineering, Operations, Quality, Contracts and Finance.


    The ideal candidate will be a success oriented, self-motivated project leader who can drive a cross-functional team to meet the demands of a dynamic and evolving program. U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

    Reports directly to the Supply Chain Director.




    1. Working closely with Program Management, IPTs, Engineering, Production Control Sourcing, Property Management and Logistics to ensure purchase requisitions and POs support program needs. 
    2. Identifying and mitigating program risks as they pertain to material and/or service requirements through integrated root cause/corrective action. 
    3. Manage material financials and mitigate risks to sales, cash flow and EACs.
    4. Prepare and/or respond to Program Specific Proposal and RFQs.
    5. Develop material strategies.
    6. Prepare and execute Material Program Plans (MPPs) .
    7. Participate in program specific supplier engagements to drive our mission.
    8. Lead the supply chain transition from the incumbent contractor including any government and/or customer provided property.
    9. Source/Purchase any unique program requirements. Unique program requirements are ones that have no commonality with any other business activity within Elbit.
    10. Assists with interdepartmental duties as required.
    11. Facilitates and drives LEAN principles and process improvements throughout.
    12. Employs ERP systems to manage stock levels, delivery times and transport costs;
    13. Utilizes associated information systems to coordinate and control the order cycle;Analyzes data from ERP systems to evaluate performance and quality and to plan improvements.
    14. Liaisons and negotiates with customers and suppliers if necessary.
    15. Provide support and encouragement to the supply chain organization to effectively support program needs.
    16. Managing cost and schedule for ISC labor and material using earned value management (EVMS) or similar finance tool.
    17. Oversite of the Supplier Management process (including Supplier Risk/Opportunity Management Plan, Supplier performance and communication of customer flow through requirements such as FAR/DFARS, ITAR).
    18. Driving for material affordability, requiring engagement with the Integrated Product Team, supplier engineering, design engineering and quality.
    19. Identifying and securing Supply Chain resources to support the capture plan and managing the Supply Chain content of the proposal pipeline for new and/or change requirements for the Program.
    20. Providing status and performance updates to internal and external customers.
    21. Developing and executing material product plans/strategies.
    22. Creating and tracking key product area performance metrics.
    23. Identifying and managing program and overall supply chain risks and opportunities.


    Minimum 10 years of equivalent experience.

    Working areas are naturally ventilated and mechanically heated when required.

    Exposed to typical factory conditions such as engine noise, riveting, dust and chemical fumes, none to the extent of being intolerable. Hearing, vision and breathing protection is provided in appropriate areas. Some exposure to elements of weather when traveling and/or commuting between buildings.


    Daily attendance is an essential to this position.
