Overview

The Alternate Facility Security Officer (AFSO) under the supervision of the Facility Security Officer (FSO) will assist with maintaining the overall security posture of the M7 Aerospace, LLC facilities and ensure compliance with United States Department of Defense and Department of State requirements as presented in the National Industrial Security Program Operating Manual (NISPOM) and the International Traffic in Arms Regulations (ITAR) respectively. Also, the AFSO will be responsible for maintaining compliance with requirements set forth by the San Antonio International Airport Badge and ID office for individuals who work and require unescorted access to airport property designated as Security Identification Display Areas (SIDA).

Responsibilities

  1. Assist the FSO with the implementation and administration of industrial security programs.
  2. Serve as a primary interface to all levels of management in the areas of industrial security.
  3. Assist in the preparation of National Interest Determinations (NIDs) as required.
  4. Assist the FSO with investigations involving fraud, theft, sabotage, espionage, subversive activities or employee misconduct.
  5. Assist the FSO with daily security operations, which include but not limited to daily operation of the facility access control, closed circuit surveillance, and visitor management systems.
  6. Assist the FSO with oversight responsibilities for the management control of 3rd party guard service.
  7. Assist the FSO with establishing and maintaining Defense Security Service (DSS) approved Closed or Restricted Areas.
  8. Interpret and provide instruction and guidance to management to ensure classified contracts are compliant with government or other contracting agency’s requirements.
  9. Assist the FSO in preparation of reports for the CSO and Government Security Committee (GSC).
  10. Implement and maintain the Visit Request process as required by the Special Security Agreement.
  11. Inform the FSO of any violations of the SSA and provide recommendations, when necessary, to address and correct any recognized security deficiency.
  12. Manage the Joint Personnel Adjudication System (JPAS). Maintain records; submit visits, initiate Periodic Reinvestigations, and input of adverse information reports.
  13. Provide security briefings to newly cleared employees, complete SF 312 Non-Disclosure Agreements, and process completed 312s IAW NISPOM.
  14. Maintain a listing of all classified contracts, classified bids, quotes, or proposals on which the company is currently performing or attempting to acquire.
  15. Conduct self-inspection programs for the purpose of evaluating all applicable security procedures. Maintain records of self-inspections for review during the next regularly scheduled DSS Vulnerability Assessment.
  16. Serve as Alternate COMSEC Custodian.
  17. Other duties as assigned by the FSO or CSO.

Authorities:

 

  • As directed by the FSO, authority to implement all aspects of the industrial security program for M7 Aerospace, LLC.
  • Review and approve results of background investigations initiated by Human Resources for purposes of employment.

Outside Business Relationships:

 

  • Defense Security Service.
  • Law Enforcement personnel as necessary.
  • Representatives from the Department of Defense.
  • Representatives from the Department of State.
  • Representatives from any branch of the Armed Services, as required.

Qualifications

Education:

High School Diploma Required; Bachelor's Degree Preferred.

Specific Degree Field, only if required: Industrial Security.

 

Certifications/Licenses:

 

Required: None

Preferred:

  • Center for Development of Security Excellence (CDSE) FSO Certification.
  • CDSE Derivative Classification Certification
  • National Security Agency (NSA) COMSEC Custodian course.

Experience Required:

Functional (Using Skill Set): 3-5 years

Industry : 3-5 years

 

Knowledge, Skills, Abilities Required (Unique and Measurable):

 

 

  • Knowledge and Experience working with the NISPOM required.
  • Working knowledge of International Traffic in Arms Regulations and Export Authority Regulations.
  • Effectively communicate with Site staff, Managers and Visitors.
  • Ability to initiate and follow through to completion special projects.
  • Ability to implement written company-wide security policies and procedures.
  • Ability to assist in the implementation of corrective actions.
