Overview

 

Scope:

 

The Senior Field Site Director, Marine Corps Solutions (Quantico) will represent Elbit Systems of America (ESA) to the US Marine Corps in order to identify relevant opportunities and assist ESA business units in identifying, capturing, and winning new business.  His/her primary focus is strategic business development interacting with personnel of Marine Corps acquisition, requirements and warfighting laboratory offices.  In addition, his/her secondary responsibilities are to represent ESA to the Quantico, VA and Northern Virginia industry community. His/her tertiary responsibilities are to interact with personnel of Naval Surface Warfare Center activities, with emphasis on Dahlgren and Crane, which involve ground programs.  

Responsibilities

Responsibilities & Tasks:

  • Develop and execute an annual marketing plan and budget for key activities and branding opportunities
  • Develop and execute a contact plan with key government and industry key personnel
  • Apply the ESA Business Acquisition Process to business pursuits used to achieve strategic corporate goals and objectives
  • Participate in ESA business unit strategy sessions and will recommend strategies for the expansion of current business products and areas, including presenting new technologies to the USMC and soliciting USMC personnel insights and needs
  • Gather information in order to assess and disseminate USMC urgent requirements and prioritized operational gaps/technology needs to the Business Units
  • Understand relevant ESA and Elbit Systems Limited (ESL) technology and their applicability to USMC requirements
  • Work closely with USMC requirements and acquisition personnel to shape future requirements and program strategies
  • Maintain current USMC program roadmaps and budget plans
  • Conduct site coordination and marketing strategy for all demonstrations and trade show activities aimed at USMC audiences.
  • Coordinate with other field operations personnel, especially US Army and Special Operations Directors as required on Joint programs.
  • Occasional travel to include CONUS and OCONUS
  • Other related duties as assigned

 

Authorities:

  • Ability to form and maintain excellent working relationships both internally and externally to ESA and ESL to include both US government and fellow industry partners.
  • Operate IAW ESA policies, procedures and best practices
  • Awareness of and ability to follow U.S. Federal Acquisition Regulation and DoD procurement policy

Business Relationships:

  • Marine Corps Systems Command (MARCORSYSCOM) program offices
  • USMC Program Executive Office (PEO) Land Systems, program offices
  • Marine Corps Combat Development Command, Concept Development and Integration offices
  • External government agencies supporting USMC acquisition programs, e.g., Naval Surface Warfare Center (NSWC), Combatting Terrorism Technical Support Office (CTTSO), etc.

Qualifications

Minimum Qualifications:

 

Education (Highest Level Required/Preferred):

Master degree preferred.             

 

Training Pre-requisites (Within One Year of Taking Position):

Business Acquisition Process (BAP) .

Knowledge, Skills, Abilities Required (Unique and Measurable):

  • Intimately familiar with US Marine Corps ground tactics, techniques and procedures
  • Understand Service responsibilities and organization of the US Marine Corps
  • Understand how US Navy and US Marine Corps budgets affect ground programs
  • Knowledge of the Program Executive Office Land Systems
  • Knowledge of USMC ground and UAV programs (required)
  • Understanding of USG acquisition process and DoD funding cycle (required)
  • Knowledge of Office of Naval Research (ONR) Code 30 “Expeditionary Maneuver Warfare and Combating Terrorism Department,” Combating Terrorism Technical Support Office (CTTSO) and Technical       Experimentation (TE) processes (highly desired)
  • Ability to effectively prioritize, multi-task and execute activities
  • Ability to lead small and large geographically dispersed teams
  • Strong independent work ethic, integrity, initiative, and commitment to job role and responsibilities
