Overview

The Integrated Program Scheduler develops program and project  work breakdown structures, integrated master schedules, integrated master plans, basis of estimates, control account / work package budgets and Estimate At Completes (EAC).  Program performance metrics are analyzed and reported to managing cost and schedule baselines using Earned Value Methods. Coordinates closely with the Program Management and Integrated Product Teams to manage and maintain program cost and schedule baselines.

Responsibilities

Responsibilities & Tasks:

  • Use and create tools for tracking and forecasting project performance leveraging Earned Value and Schedule management Techniques and metrics
  • Generate and interpret reports for the program management team identifying program performance and leading indicators such as, critical paths, Baseline Execution Index, SPI and CPI.
  • Track key schedule milestones, deliverables and tasks ensuring necessary actions are taken to maintain baseline and escalate as needed.
  • Develops a schedule/cost plan for program execution during the proposal phase and subsequent execution phase
  • Develops program Work Breakdown Structure (WBS), and updates the Contract Work Breakdown Structure (CWBS) dictionary.
  • Develops Planning and Work Packages, establishes control accounts and assigns Earned Value Measurement Techniques (EVMT).
  • Maintains configuration control of the cost and schedule baseline and leads the Integrated Baseline Review (IBR).
  • Maintains program logs including Management Reserve, Warranty Reserve, Contract Budget Baseline, and Undistributed Budget.
  • Maintains the Program Integrated Master Schedule (IMS).  Responsible for detailed schedule analysis of network logic and critical path.
  • Maintain Integrated Master Schedule (IMS) data entry into MS Project and or Project Server
  • Monitors and tracks cost/schedule performance against the basleline.  Provides cost and schedule metrics as input for management decisions by using performance metrics and tools.
  • Manages the preparation of relevant CDRLs, such as CSSRs, CSDRs and CFSRs.
  • Manages the preparation of ETCs and EACs utilizing basis of estimates, bills of material, subcontract commitments and work authorizations.
  • Keeps management informed of program performance regarding status, variances and trends.
  • Document policies, procedures and processes associated with daily, weekly and monthly reporting activities.
  • May be required to discuss and present schedule performance with end customer, gov't and upper management.
  • Other related duties as assigned by supervisor.

Authorities:

  • Establish control accounts and determine reporting techniques associated with new projects.
  • Provide key analytical support to Business Unit Program Management.
  • Lead and support management variance analysis utilizing Earned Value Measurement Technique (EVMT) and methodology.
  • Report EACs by providing ETC and EAC reports.
  • Provide input into determining financial reporting tools used in both tactical and strategic analyses.
  • Works under the general supervision of the Director of Program Planning & Control.

Qualifications

Education:

Bachelor's Required.

 

Experienced Required:

Functional (Using Skill Set): 3-5years experience          

Industry  - 3-5 years experience   

 

Certifications:

PMP Certification and MS Project Certification preferred.

 

Knowledge, Skills, Abilities Required (Unique and Measurable):

  • Should have working knowledge in a project oriented manufacturing/engineering environment.
  • Should have a strong work ethic and good communication skills.
  • Experience with running reports and pulling data from ERP systems into excel or other media.
  • Understand and be able to support requirements from ANSI/EIA-748-B Earned Value Management Systems in addition to Contract Work Breakdown Structure (CWBS) DI-MGMT-81334C, Contract Performance Report (CPR) DI-MGMT-81466A, Contract Funds Status Report (CFSR) DI-MGMT-81468, Integrated Master Schedule (IMS) DID-MGMT-81650 and Work Break Down Structure (WBS) MIL-HDBK-888.
