Overview

The Contracts Manager prepares proposals in support of ESA’s business development and existing sole source production objectives as well as providing support for customer required fact-finding and negotiation activities with little oversight.  The incumbent will play a large role in development of cost volumes for competitive proposal efforts.

 

This role will also be involved with activities required for developing and maintaining contracts or subcontracts for various products and services from proposal development through product/service delivery and then final closeout of the contract. The incumbent will have the skills to conduct proposal preparation, contract negotiation, contract administration, and customer contact activities. This role is also responsible for providing for the proper contract fulfillment in accordance with company policies, legal requirements, and customer specifications. The successful incumbent will have the ability to interpret terms and conditions of a contract as well as monitoring performance against contract requirements and obligations.

Responsibilities

Responsibilities & Tasks:

  • Prepare proposals in accordance with customer RFP (Request for Proposal) requirements.
  • Prepare proposals in accordance with Cost Accounting Standards (CAS) and company disclosure statement.
  • Work to ensure that proposals are submitted in line with RFP due dates.
  • Support customer fact-finding and negotiation activities in a lead capacity.
  • Support DCAA audits of proposals submitted for US Government efforts.
  • Work with the Program Office, Engineering, Operations, Support Services & Solutions (SS&S), and major subcontractors/suppliers in development of comprehensive cost estimates used in competitive proposal efforts.
  • Serve as the Cost Volume lead for competitive proposal efforts to make sure that all requirements of the RFP are met.
  • Brief senior management on cost estimates for competitive proposal efforts.
  • Research historical actuals to be utilized in proposal preparation.
  • Identify areas for improvement for the pricing function and develop plans to remedy shortcomings.
  • Other related duties as assigned by supervisor.
  • Under direction of a Director, Contract Manager will apply the skills to maintain contracts/subcontracts for various products and services from proposal development through product/service delivery and final closeout of the contract.
  • Participates in proposal preparation, contract negotiation, contract administration, and customer contact activities to ensure proper contract fulfillment in accordance with company policies, legal requirements, and customer specifications.
  • The Contract Administrator II, as part of the business team, during contract negotiations with the customer will advise management of contractual rights and obligations and then recommend actions to mitigate contract risk.
  • During contract performance, the Sr. Contract Mgr will interpret terms and conditions and monitor the performance against contract requirements and obligations.
  • As part of the proposal preparation process, the SCM will examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules for accuracy, completeness and ensures that it meets the requirements of government regulations.
  • Essential functions include, but not limited to, producing contractual letters, narratives for contract changes, conducting contract negotiations, contractual interpretation of order requirements and agreements, billing support, upkeep of assigned contract files and track all internal/external contractual obligations. 
  • Other related duties as assigned by supervisor.

Qualifications

Minimum Qualifications:

 

            Education (Highest Level Required/Preferred):

 

      R = Required            P = Preferred            E = Equivalent Experience May Satisfy Requirement

 

      Master  - Preferred          

      Bachelor - Required       

     

Training Pre-requisites (Within One Year of Taking Position):

 

      X    Cost Accounting Standards (CAS)

      X    Federal Acquisition Regulations (FAR)

     

     

Experience Required:

Functional (using skill set): 10+ years

Management: 3-5 years

Industry: 10+years        

                                   

 

Knowledge, Skills, Abilities Required (Unique and Measurable):

  • FAR/DFAR – strong working knowledge.
  • TINA – strong working knowledge.
  • CAS – strong working knowledge
  • Microsoft Office – strong working knowledge
  • Aerospace, Military or similar industry.
